Emerging vector-borne diseases create new public health challenges

ScienceDaily (Nov. 30, 2012) ? West Nile virus, Lyme disease, dengue fever, and plague are examples of "vector-borne zoonotic diseases," caused by pathogens that naturally infect wildlife and are transmitted to humans by vectors such as mosquitoes or ticks.

According to Marm Kilpatrick, who studies the ecology of infectious diseases at the University of California, Santa Cruz, a broad range of human activities can affect the spread of zoonotic diseases. In an article in the December 1 issue of the British medical journal Lancet, Kilpatrick and coauthor Sarah Randolph of the University of Oxford describe how widespread land-use change, globalization of trade and travel, and social upheaval are driving the emergence of zoonotic vector-borne diseases around the world. The article is part of a special series of papers focused on emerging zoonotic diseases.

"This collection of papers offers a bridge between ecologists and clinicians whose combined efforts are needed to address the ongoing challenges of emerging zoonotic diseases," said Kilpatrick, an assistant professor of ecology and evolutionary biology at UC Santa Cruz.

Emerging infectious diseases can be roughly split between introduced and locally emerging diseases. Introduced diseases arise from the spread of a pathogen to a new location, as when West Nile virus arrived in New York in 1999 and subsequently spread across North America. Locally emerging diseases increase in importance in areas where they are endemic, as with Lyme disease in the United States over the past three decades. These two types of emerging diseases can differ markedly with respect to infection dynamics, or the number of cases over time, Kilpatrick said.

"Introduced diseases often cause a big spike in infections and then decrease substantially. Locally emerging diseases often show a steady, sustained increase," he said.

The movement of pathogens by global trade and travel results in the emergence of diseases in new regions. Once established, introduced pathogens often evolve to take advantage of their new environment, including new hosts and vectors. With so much of the landscape shaped by human activities, pathogens may thrive by infecting hosts and vectors that do well in humanmade environments.

"Increasing human population and the urbanization and agricultural intensification of landscapes puts strong selective pressure on vector-borne pathogens to infect humans and be transmitted by vectors and hosts that live around humans," Kilpatrick said.

Emergence of endemic vector-borne diseases can result from changes in land use, such as expansion of people into new habitats, or environmental changes affecting the wild animals that serve as natural hosts or the insect vectors that spread the disease to humans. Although vector-borne diseases are highly sensitive to climate, climate change does not appear to be a major driving force behind emerging diseases, the authors said.

"So far, climate change has been a relatively minor player compared to land use and socioeconomic factors in the emergence of vector-borne disease," Kilpatrick said.

Social and economic changes, ranging from economic downturns to displacement of populations by armed conflict, frequently precipitate disease outbreaks through their impacts on public health systems, sanitation systems, behavioral patterns, and uses of natural environmental resources. One example cited in the article is a large upsurge of tick-borne encephalitis after an economic downturn in eastern Europe resulted in more people harvesting food from forests.

The incidence of any vector-borne disease involves a complex interplay of multiple factors affecting animal hosts, vectors, and people. Kilpatrick and Randolph emphasize that control of these diseases requires combined efforts by clinicians and public health officials to treat patients, promote behavior likely to minimize the risk of infection, and advise on efforts to reverse the ecological drivers of transmission through vector control, urban planning, and ecological restoration.

Publication of the Lancet series coincides with an Institute of Medicine (IOM) symposium on Emerging Infections, Microbial Threats to Health, and the Microbiome, December 11-12 in Washington, D.C. The symposium marks the 20th anniversary of an influential 1992 IOM report on emerging diseases.

"Humans are altering the environment and moving themselves and other organisms around the globe at an ever-increasing pace," said Sam Scheiner, program director for the Ecology and Evolution of Infectious Diseases program at the National Science Foundation (NSF), a joint effort with the National Institutes of Health (NIH). "That has led to a growing disease threat. These papers show how and why that's happening, and what we need to know to ease the disease burden."

Senate set to consider broader economic sanctions on Iran

WASHINGTON (Reuters) - The U.S. Senate is set to consider a broader set of economic sanctions on Iran's energy, port, shipping and shipbuilding sectors, as lawmakers look for new ways to pressure Tehran to stop efforts to enrich uranium to levels that could be used in weapons.

The new package also includes measures to stop the flow of gold from Turkey into Iran, Senate aides confirmed, trade that has helped Tehran manage its economy in the face of Western financial sanctions.

It is the third time in a year that U.S. lawmakers have looked for new ways to cut off revenues they believe fund Iran's nuclear program, which Tehran has said is strictly for civilian purposes.

The sanctions come as the United Nations' nuclear chief said his agency has made no progress in its year-long push to investigate whether Iran has worked on developing an atomic bomb.

Iran's economy has been badly damaged by sanctions by the United States and European Union, but Iran has not slowed its program, said Senator Robert Menendez, a New Jersey Democrat who helped craft the new proposal.

"Our message is clear: the window is closing. The time for the waiting game is over," Menendez said on the Senate floor.

The new sanctions were filed as an amendment to an annual defense policy bill. Senators debated other parts of the massive bill late into Thursday night and were expected to consider the Iran sanctions measure on Friday morning.

If accepted, the proposal would become part of the annual defense policy bill, which must be approved by the Senate and House of Representatives before it would be given to President Barack Obama to sign into law.

Republican Senator Mark Kirk of Illinois, who co-authored the package, said in a statement the sanctions would turn up pressure on Iran's government. Kirk and Menendez last year championed new sanctions that curbed Iran's oil exports.

"We have a responsibility to do everything in our power to put crippling pressure on the Iranian government, and passing these new sanctions is absolutely critical to that effort," said Senator Joseph Lieberman of Connecticut, an independent, who co-sponsored the new bill.

ENDS 'GAS FOR GOLD'

The package includes measures designed to stop the flow of gold from Turkey to Iran, said Mark Dubowitz, the head of the Foundation for Defense of Democracies.

Ankara relies on natural gas from Iran and has been paying for it using lira. Banking sanctions make it difficult for Iran to transfer money.

Tehran has used the lira to buy Turkish gold. Couriers carry the gold to Dubai and from there it is shipped to Iran.

Turkish Energy Minister Taner Yildiz said earlier on Thursday he was not worried about a "clash with the USA" over the trade. "We are talking with the USA," he said.

The new sanctions would allow purchases of natural gas from Iran only if the buyer holds the payment in an account that Iran can draw on to buy goods or services allowed under the law.

But the draft bill would also explicitly ban sales and transfers of precious metals to Iran.

"After giving Turkey this flexibility, Congress will not be sympathetic to a continuation of a 'gold for gas' scheme," said Dubowitz, who has pushed for stronger sanctions on Iran.

Obama issued an executive order at the end of July authorizing sanctions on anyone who helps the Iranian government acquire U.S. dollars or precious metals, including gold.

"We can't comment on any investigations that may be ongoing," an administration official said.

'Santa' showers $100 bills on storm-hit NJ, NY

NEW YORK (AP) ? A Missouri man posing as "Secret Santa" is giving away $100,000 this holiday season and spent a day in New Jersey and New York giving away money to people robbed of their belongings or homes by Superstorm Sandy.

But the Kansas City businessman says money is not the issue. It's about random acts of kindness.

Secret Santa started his East Coast visit Thursday in Elizabeth, N.J. In Staten Island, the anonymous benefactor walked up to surprised residents and thrust $100 bills into their hands.

He said he is setting an example and hopes others will follow.

Keeping close watch over the cash handouts were his security entourage ? police officers in uniform from New York and New Jersey, plus FBI agents. Some wore red berets marked with the word "elf."

Winner of 'Dancing With the Stars: All-Stars' is ...

UPDATE: "Dancing With the Stars" pro Tony Dovolani finally has his first mirror ball trophy! The hoofer and celeb partner Melissa Rycroft defeated Olympic gold medalist Shawn Johnson and "General Hospital" star Kelly Monaco on Tuesday to win the competition's first all-star season.

Melissa Rycroft and pro partner Tony Dovolani hold the mirror ball trophy as they are crowned champions on the season finale of ABC's "Dancing with the Stars: All-Stars" in Los Angeles on Tuesday.

This is also Melissa's first mirror ball trophy. When she competed in season eight, she finished in third place, with Shawn as that season's champ. Melissa had kicked off the all-star season with a prediction that she wouldn't last past the fourth week, but as the season progressed, she continued to improve and win fan votes.?

?My mind went blank for a minute,? Rycroft told reporters after the show as to what she was thinking when host Tom Bergeron called her name as the winner.

?When we were standing there with Shawn and Derek I assumed it?d be them. After I realized it was our names, I said, ?Oh, my God! How?did this just happen???

Rycroft's "Life Is a Highway" instant samba on finale night sealed her victory, which is based on the judges' scores and viewer votes. The judges -- who failed to call her out on two slips, but did note a flawed interpretation of the music -- gave her a score of 28.5 for the performance and praised her moves.

"You've been my greatest pleasure to watch," head judge Len Goodman said.?

But no doubt, Melissa's likable pro played a sizable role in her victory. Tony has been a fan favorite with his patience, nice-guy attitude and positive demeanor. Of all the pros on the show, he has perhaps been paired with the most contestants who lacked the ballroom skills to go far (Kate Gosselin and Martina Navratilova, to name two), and was often eliminated early in the competition. And in his 14th season, he finally got his mirror ball.

"This has been a long time coming for Tony," Bergeron noted as the winners celebrated.

The victory was especially sweet for Dovolani and not just because he?d been arguably paired with some, ahem, shall we say ?challenging? partners over the years.

?I?ve paid my dues,? Dovolani nodded. ?But it was worth the entire 14 seasons to get somebody like Melissa. It was worth this unbelievable moment. All the stars have to align sometimes and tonight they did.?

The pro dancer had much to celebrate. ?It?s my wife?s and my 13th?(wedding) anniversary,? he shared. ?Also, it?s been 100 years of independence for (my native) Albania. This is an incredible moment! I share this with all our fans.?

The couple had few expectations given that they started out competing against numerous past winners in terms of both stars and pros.

?We thought we?d go home in week one,? Dovolani exclaimed.

?We were going to try to hold our own and maybe leave with some sort of impression,? Rycroft mused. ?We never thought we?d be champions or be the last ones standing. I wish we hadn?t underestimated ourselves but at the same time it makes us more proud of what we?ve accomplished.?

It was almost more of the pro's win than Melissa's. When the pair were announced as the newest champs, fellow pros Maks and Val Chmerkovskiy hoisted Tony onto their shoulders as the cameras zoomed in on him pumping his fists in the air, leaving Melissa out of the picture until pro Derek Hough finally got her up and back into the frame.

Though Tony and Melissa appeared poised to win after their two perfect scores on Monday, Shawn and Kelly gave them some tough competition in the insta-dance round.

The "General Hospital" actress nearly nailed her energetic jive with great twirls and kicks. The judges dinged them for a little lack of precision, and gave her and Val matching 9.5s for a two-night total of 87.5 out of 90. And when she was eliminated in third place, the actress gave big props to her partner.

"This guy is the most incredible man, and he's the most talented dancer out there," she said. "He taught somebody who has no idea how to stand on both of her feet and talk at the same time how to dance gracefully."

As for Shawn, she added one more perfect score to her ballroom history with the instant cha-cha-cha to finish in second place with a total of 87 points. Derek, who has hinted that this may very well be his last season on "Dancing," said after their final performance, "After doing the show for so long, you try to find new ways to make it special. (Shawn) made it more than special regardless of the result."

Target holiday tour across Canada heralds planned store openings

MISSISSAUGA, Ontario ? Target will sponsor a tour across Canada that will visit more than 20 communities ahead of the planned opening of its stores in the country, the mass-merchandise retailer said Tuesday.

The tour will start in Halifax, Nova Scotia, and conclude in British Columbia in the middle of December. Target plans to open 124 stores in Canada starting in March and April 2013.

"We are excited to be celebrating the holidays with Canadians from coast to coast," Target Canada director of marketing Livia Zufferli said. "We've planned surprises in more than 20 communities across the country in the hopes of creating unforgettable memories and giving Canadians a taste of what they can expect when Target opens in 2013."

Target purchased the leases for the Zellers store chain from the Hudson's Bay Co. in January 2011. Since then, it has worked to convert the stores to Target stores and also boosted its presence in Canada. On Nov. 6, the company announced it would sponsor a competition for up-and-coming Canadian fashion designers, and last week, it announced it would donate up to $1 million to Canadian charities through its Give With Target program.

Belarus leader relishes reputation as dictator

MINSK (Reuters) - He is a pariah in the West, viewed suspiciously by Russia and loathed by opponents in exile or jail, but Belarussian President Alexander Lukashenko is relishing his notoriety as Europe's last dictator.

After 18 years in power, the blunt, forceful and heavily built former state farm manager shows no sign of bowing to Western pressure to relax his grip on the former Soviet republic squeezed between Russia and the European Union.

Always defiant, often cantankerous and sometimes provocative, Lukashenko has added irony to his armory to deflect Western politicians' criticism, touting their dictator tag as a badge of honor.

"I am the last and only dictator in Europe. Indeed there are none anywhere else in the world," he told Reuters in a rare interview in the capital Minsk in which he repeatedly referred to himself as a dictator and to his rule as a dictatorship.

"You came here and looked at a living dictator. Where else would you see one? There is something in this. They say that even bad publicity is good publicity."

Lukashenko's words are delivered with a wry grin and a wave of his immense hands, and appear intended to taunt the critics whose calls for more economic and political freedom have gone largely unheeded since he first became president in 1994.

The 58-year-old leader does not tire of telling guests that Belarus is the geographical centre of Europe. But the country of 9.5 million does not share the same democratic values as its western neighbors.

Minsk's broad thoroughfares are still lined with monolithic Soviet-era buildings. There are streets named after Soviet founder Vladimir Lenin and philosophers Karl Marx and Friedrich Engels, though some may now boast smart Western shops, such as a showroom for Porsche cars and McDonald's fast-food restaurants.

There is not a single opposition deputy in parliament. Lukashenko, if re-elected, can rule indefinitely following a referendum that allowed term limits to be lifted, and the opposition has been all but crushed into submission.

His strongest rival, Andrei Sannikov, once a deputy foreign minister, took political refuge in Britain last month after 16 months in prison in which he said prison staff tortured him and tried to get him to commit suicide.

Years of diplomatic spats with the West have left Belarus isolated, but a European Union travel and assets ban on people and companies associated with his government has had no obvious impact on Lukashenko's policies.

He is promising to modernize the largely state-run economy and possibly one day build a party-based political system. But he scoffs at talk of rapid change or the possibility of upheaval like the "Arab Spring" that swept away Middle East leaders.

"There's no point in comparing the policy of Belarus and the Middle East. A few people tried through social networking to make the situation explosive," he said, referring to "silent" protests last year when opponents gathered in public places to applaud ironically.

"But nothing came of it. Nor will anything come of it. Every day we have changes here. There is no scope for revolutions coming to Belarus," he said, sitting in an ornate armchair in a luxurious room with green carpets and a chandelier in his cavernous presidential residence.

YEARS OF DEFIANCE

In mid-2010, after signs Lukashenko was easing pressure on the political opposition, it seemed that Western governments might be ready to relax their harsh criticism of him.

But all that ended in December 2010 when, after he was voted in for a fourth consecutive term, riot police broke up rallies by tens of thousands of people against his re-election.

Several politicians who ran against him for office were detained by security forces, including Sannikov, and scores of opponents were picked up in their homes. The EU and the United States tightened sanctions on Lukashenko and his inner circle.

This week the Justice Ministry closed down the Minsk office of the human rights organization Viasna whose head Ales Beliatski is serving a four and a half jail term after a trial for tax evasion described as unfair by Amnesty International.

Lukashenko's message to the West is one of defiance, coupled with a sense of seething injustice at being ostracized for not following Western-style policies.

"You (Europe) do not like the course Belarus is taking. You would like everything here to be sold off - in the interests of Russia or in the interests of Western companies," he said, shifting forward in his chair and almost shouting as he denounced the West, his face coloring with anger.

"You do not like the fact that we have good relations with Russia. This is determined by our history. During the last war we fought together in the trenches against the Nazis. We saved you, Europe, from being slaves to your own Fuehrer."

In a veiled threat to Europe to stop "choking" Belarus, he reminded Europe that it receives much of its oil and natural gas from Russia via pipelines that run through the country.

"Who needs these double-standards? Who needs instability in the heart of Europe? Not you, not us, not Russia. Let's talk, we are people," he said.

Lukashenko rejected Western charges of holding political prisoners, saying specific cases raised by the West relate to people who committed criminal offences.

Asked about alleged abuse of human rights, he waved the question to one side, saying he was the guarantor of the most important right - the right to live.

He seethes too as he recalls a pro-democracy stunt by a Swedish PR company in which hundreds of teddy bears were dropped from a light airplane over Belarus last July.

"You recently sent over a plane with humorous toys and this was a violation (of Belarus's air space). And what if the military had opened fire and people had been killed?" he said.

STABILITY AND KEEPING POWER

Lukashenko has sought to foster an avuncular image and revels in the affectionate sobriquet of Bat'ka - meaning 'father' - in his dealings with ordinary people, many of whom tune in to his earthy way of handling problems.

He has kept the loyalty of industrial workers in big factories by awarding them pay rises when economic times get hard, even though critics say this has contributed to the country's economic problems and rising debts.

Inflation in 2011 was 108 percent and, although it fell to 18 percent in the first 10 months of 2012, this is a coinless society where all banknotes and bills end in zeroes.

Belarus also has a $12-billion debt pile, a large amount for a country which Lukashenko says has an annual gross domestic product of about $60 billion.

Despite this, stability has been his by-word for two decades as he waged war on corruption and as neighboring Russia wilted under mafia-style crime, violence and sometimes political chaos.

"A simple nation put me in this chair. I have never moved away from my promises to people," he said.

Dismissing any concern about economic instability after a parliamentary election in October, he blamed fluctuations in the value of the Belarussian rouble last month on opponents he often describes as a "fifth column".

But the economy is a concern for many Belarussians.

"How can we live when there is a crisis every year?" said Andrei, 45, a Minsk resident who declined to give his last name.

An effective state security machine, still bearing the Soviet name of the KGB, ensures public protests against his rule are snuffed out fast. A statue to Soviet security police founder Felix Dzerzhinsky - long since removed in many former communist east European countries - stands opposite the KGB headquarters.

Lukashenko was the sole member of parliament in Belarus to oppose the agreement that preceded the end of the Soviet Union in 1991, and has been quoted as saying he regrets the country gave up its nuclear weapons.

Foreign observers have repeatedly refused to give elections in Belarus a clean bill of health.

Lukashenko dominates Belarus to such an extent that he feels comfortable admonishing even its sportsmen. Last month he rounded on Belarus's sports bosses for the country's "complete failure" at the 2012 London Olympics - 12 medals including two gold - and accused its soccer players of quaking in their boots before a 4-0 defeat to world champions Spain.

BALANCING ACT

Despite his hostility to western Europe over criticism, he is wary of Belarus being drawn back in to Moscow's orbit.

Lukashenko has long played Russia's interests off against those of western Europe - but he has also gone to lengths to shut out large-scale Russian investment from an accessible market of potentially rich pickings for the Russian investor.

The British Pound weakened against the greenback as risk appetite waned. However, this time the situation in the Euro-zone is not the sole reason. Recent minutes published by the Bank of England confirmed that policy makers were not considering further QE for now, as Gross Domestic Product rose in the third quarter and Retails Sales posted better than predicted. Despite looming traces of a recession, U.K. lawmakers suggested that the country would remain resilient.

The Yen increased against all of its counterparts after a drop in global stocks boosted demand for refuge. The Yen was also supported by reports indicating that the meeting of Euro-zone Finance Ministers didn?t deliver positive results. Also, the Bank of Japan?s minutes showed that two of its board members were in favor of more radical measures in order to bolster growth. This was in fact seen as a new division among policy makers. Continued concerns over the December 16th elections prompted a massive sell-off of the currency.

The beating came after Alex Hawkins brought her lover, Mallory Owens to a family Thanksgiving dinner which led to her 18 year old brother Travis Hawkins Jr taking intense displeasure at the fact that she was involved in a lesbian relationship. It is said after the dinner, Travis Hawkins knocked Mallory Owens to the floor before proceeding to savagely pummel her face with his fists.

Said Kristi Taylor, Mallory Owen?s mother: ?He tried to kill her. He?s lucky he didn?t kill her. She?s lucky to be alive. I didn?t recognize her when I got here. It?s hard to look at her like that.?

Pursuant to the beating the young woman was hospitalized and treated for a broken nose and numerous lacerations as well multiple skull fractures. Her eyes were swollen shut after the brutal beating and she had to receive facial reconstruction surgery.

According to Kristi Taylor there had been ongoing friction between her daughter and that of the Hawkins family who dissented over their daughter?s relationship with Mallory Owens.

Media outlet WKRG-TV reports that earlier this year, Hawkins allegedly hit Miss Owens over the head with a pipe wrench. While injured during that attack, no charges at the time were filed.

Upon hearing that her daughter would be joining the Hawkins family for thanksgiving dinner, Kristi Taylor urged her daughter otherwise: ?I did not want her to go, I begged her not to go, knowing how the family felt about her. But she said, ?They?re trying to be nice.??

Since the brutal beating a Facebook group entitled ?Charge Travis Hawkins Jr with the attempted murder of Mallory Owens? has sprung up on Facebook, garnering nearly 600 likes in less than a day.

But it gets worse, according to Miss Owens? sister Avery Godwin, she?told AL.com that Travis Hawkins later called her on Friday to say ?that he would finish what he started last night with Mallory.?

WKRG goes on to report that discord within the Hawkins family has been an ongoing state of affairs with the revelation that Travis Hawkins was hospitalized in January of 2011 after allegedly being shot in the chest by his father, Travis Hawkins Sr.

The outlet goes on to report that Travis Hawkins Sr was later released on bail and the case was never brought to trial after his son refused to testify against him.

Since the attack, Travis Hawkins Jr has been arrested by authorities and charged with second degree assault and consequently later released the same day after making bond. Study links improved consumer welfare to increased prescription drug advertising efforts

ScienceDaily (Nov. 26, 2012) ? More people are better off thanks to the impact of an influx of direct-to-consumer advertising spending than they would be without those marketing efforts, according to a study recently published by Jayani Jayawardhana, an assistant professor in the University of Georgia College of Public Health.

The multi-year study focused on advertising efforts surrounding cholesterol-reducing prescription medications. Jayawardhana found increased levels of consumer welfare due to direct-to-consumer advertising than when compared to situations without this type of marketing. Her research, which was published in the International Journal of Industrial Organization, concludes that such efforts also spurred under-diagnosed patients to seek medical treatment.

Federal deregulation of prescription drug marketing in 1997 lowered cost barriers and enabled manufacturers to advertise prescription drugs without including a detailed summary of the product. Since the relaxation of those rules, advertising spending from pharmaceutical companies has increased by more than 200 percent.

Jayawardhana, a health economist in the college's department of health policy and management, said her study was the first to provide an analysis of consumer welfare that demonstrated a connection to the increased marketing expenditures. It also adds further support to existing academic research suggesting that direct-to-consumer advertising efforts lead to a more informed and more inquisitive consumer, which could lead to better health outcomes.

"Let's say you see a commercial for Lipitor, and you suspect that you have high cholesterol, so you come and ask for that drug from the physician," Jayawardhana said. "For whatever reason, the doctor may assume that isn't the best drug for you, and you get prescribed Zocor instead. The point isn't that you didn't get the drug you saw on the commercial but rather that you came to the doctor and got treatment for your condition, which leads to welfare improvement."

Because of the role of physician in the decision-making process, pharmaceutical companies have to market their drugs to the two purchasing agents involved -- the consumer and the physician.

"When you see an advertisement for something like Coke, the intent is to give you an incentive to go buy the product," she said. "But with the prescription drug market, the consumer is not the final decision maker. You have to go through a gatekeeper in the physician."

Jayawardhana's research indicates those advertising efforts-to both consumers and physicians-are paying off. In addition to heightened consumer awareness, targeted advertising toward physicians has both an informative and persuasive effect on the selection of the drug.

Jayawardhana, who holds master's and doctoral degrees in economics from the University of Virginia, said critics of the federal deregulation have suggested the marketing spending boom could lead to a myriad of harmful results-such as patients requesting and receiving inappropriate drugs or higher dosages than necessary from their physician.

While such incidents may be possible, it is difficult to recognize such outcomes in the data. However, because physicians act as gatekeepers for prescription drugs and consumers have limited access to advertised products, such negative outcomes may be scarce, she said.

UK may face deeper government spending cuts - IFS

LONDON (Reuters) - Chancellor George Osborne may have to announce more spending cuts and tear up one of his key austerity goals next month, the Institute for Fiscal Studies said on Monday, warning government borrowing was likely to rise this year.

Osborne, who updates parliament with the latest official borrowing and growth forecasts on December 5, has struggled to keep his austerity targets on track because of the economic malaise.

The Conservative has already extended the planned period of spending cuts by two years, well beyond the next election in 2015, and warned of further cuts to welfare spending.

Poor economic performance since the March budget means more bad news could be on the way next month, including the embarrassment of higher borrowing this year compared to last.

"Since the budget, the outlook for the UK economy has deteriorated and government receipts have disappointed by even more than this year's weak growth would normally suggest," said IFS deputy director Carl Emmerson.

"The planned era of austerity could run for eight years - from 2010-11 to 2017-18."

The IFS estimates that Osborne may have to find a further 11 billion pounds of tax increases or welfare cuts for that post-election period, in addition to extrapolating the same squeeze on public spending already planned and the extra welfare cuts already announced.

If the trend for the public finances seen so far this year were to continue, the IFS said, borrowing would come in at 133 billion pounds for the year ending March 2013 - 13 billion above the Office for Budget Responsibility's forecasts in March.

"This would mean that underlying borrowing rose between 2011-12 and 2012-13 rather than fell as the Chancellor George Osborne had intended," the IFS said.

Rising borrowing would prove a blow for the Conservatives who promised to all but eliminate a record budget deficit by the time of the 2015 election and to get Britain's public sector net debt falling as a percentage of national output by 2015/16.

The IFS said Osborne, whose official title is Chancellor of the Exchequer, may have to scrap the latter target.

"The Chancellor would likely be best advised to abandon the rule and consult on replacing it with something that better ensures long-run sustainability rather than engage in significant further fiscal tightening in order to remain on course to comply with this target," it said.

New test may improve cervical cancer detection

ScienceDaily (Nov. 23, 2012) ? Routine smear tests have considerably reduced the number of cases of cervical cancer, but despite intensive screening 250 women in Sweden still die from the disease every year. Researchers at Sahlgrenska Academy, University of Gothenburg, Sweden, have developed new methods of minimising the number of missed cases and making diagnosis more reliable.

Since the introduction of organised screening in Sweden in the 1960s, the number of women being diagnosed with and succumbing to cervical cancer has fallen dramatically. Screening, where a sample of cells is collected from the cervix and examined under an optical microscope, detects early cell changes so that they can be treated before they cause cancer.

However, despite intensive screening 250 women still die from cervical cancer each year in Sweden, and a further 500 develop the disease.

The sensitivity of the current test is low, which means that cell samples must be taken at least every three years. A large number of tests must also be repeated because of unreliable results -- something which causes anxiety among patients and additional costs for the health service.

Researchers at Sahlgrenska Academy, University of Gothenburg have now developed a complementary test capable of minimising the number of missed cancer cases.

"Around 70 per cent of all cervical cancer cases are caused by two specific virus types, known as HPV16 and HPV18. We have developed a method that identifies proteins of these oncogenic viruses in cells, enabling a more objective interpretation of the test results," explains Maria Lidqvist, a doctoral student, who presents the method in her thesis.

"This method can hopefully produce a more reliable diagnosis in uncertain cases and reduce the number of missed cancer cases, as well as the number of women who have to be re-called because of cell samples that are difficult to interpret."

The research behind this method has been financed by the Swedish Research Council and conducted at Sahlgrenska Academy, University of Gothenburg, in collaboration with Fujirebio Diagnostics AB in Gothenburg.
