(AP) ? India's army and navy canceled New Year's celebrations on Monday out of respect for a New Delhi student whose gang-rape and murder has set off an impassioned debate about what the nation needs to do to prevent such a tragedy from happening again.

Protesters and politicians have called for tougher rape laws, major police reforms and a transformation in the way the country treats its women.

"To change a society as conservative, traditional and patriarchal as ours, we will have a long haul," said Ranjana Kumari, director of the Center for Social Research. "It will take some time, but certainly there is a beginning."

The country remained in mourning Monday, two days after the 23-year-old physiotherapy student died from her internal wounds in the Singapore hospital where she had been sent for emergency treatment. Six men have been arrested and charged with murder in the Dec. 16 attack on a New Delhi bus. They face the death penalty if convicted, police said.

The army and navy canceled their New Year's celebrations, as did Sonia Gandhi, head of the ruling Congress party. Hotels and clubs across the capital also said they would forego their usual parties.

"She has become the daughter of the entire nation," said Sushma Swaraj, a leader of the opposition Bharatiya Janata Party.

Hundreds of mourners continued their daily protests near Parliament demanding swift government action.

"So much needs to be done to end the oppression of women," said Murarinath Kushwaha, a man whose two friends were on a hunger strike to draw attention to the issue.

Some commentators compared the rape victim, whose name has not been released by police, to Mohamed Bouazizi, the Tunisian street vendor whose self-immolation set off the Arab Spring. There was hope her tragedy could mark a turning point for gender rights in a country where women often refuse to leave their homes at night out of fear and where sex-selective abortions and even female infanticide have wildly skewed the gender ratio.

"It cannot be business as usual anymore," the Hindustan Times newspaper wrote in an editorial.

Politicians from across the spectrum called for a special session of Parliament to pass new laws to increase punishments for rapists ? including possible chemical castration ? and to set up fast-track courts to deal with rape cases within 90 days.

The government has proposed creating a public database of convicted rapists to shame them, and Prime Minister Manmohan Singh has set up two committees to look into what lapses led to the rape and to propose changes in the law.

The Delhi government on Monday inaugurated a new helpline ? 181 ? for women, though it wasn't working because of glitches.

Responding to complaints that police refuse to file cases of abuse or harassment brought by women, the city force has appointed an officer to meet with women's groups monthly and crack down on the problem, New Delhi Lt. Gov. Tejendra Khanna said.

"We have mandated that any time any lady visits a police station with a complaint, it has to be recorded on the spot," he said.

Kumari said the Delhi police commissioner sent her a message Monday asking her group to restart police sensitivity training that it had suspended due to lack of funds.

There have also been proposals to install a quota to ensure one-third of Delhi's police are women.

There also have been signs of a change in the public debate about crimes against women.

Other rapes suddenly have become front-page news in Indian newspapers, and politicians are being heavily criticized for any remarks considered misogynistic or unsympathetic to women.

A state legislator from Rajasthan was ridiculed Monday across TV news channels after suggesting that one way to stop rapes would be to change girls' school uniforms to pants instead of skirts.

"How can he tell us to change our clothes?" said Gureet Kaur, a student protester in the Rajasthani town of Alwar. "Why can't girls live freely?"

Some activists have accused politicians of being so cossetted in their security bubbles that they have no idea of the daily travails people are suffering.

Kumari said the country was failing in its basic responsibility to protect its citizens. But she was heartened to see so many young men at the protests along with women.

"I have never heard so many people who felt so deep down hurt," she said. "It will definitely have some impact."

GOP governors walk balance beam on health law

Florida Gov. Rick Scott, who made a fortune as a health care executive, long opposed President Barack Obama's remake of the health insurance market. After the Democratic president won re-election, the Republican governor softened his tone. He said he wanted to "have a conversation" with the administration about implementing the 2010 law. With a federal deadline approaching, he also said while Florida won't set up the exchange for individuals to buy private insurance policies, the feds can do it.

In New Jersey, Gov. Chris Christie held his cards before saying he won't set up his own exchange, but he's avoided absolute language and says he could change his mind. He's also leaving his options open to accept federal money to expand Medicaid insurance for people who aren't covered. The caveat, Christie says, is whether Health Secretary Kathleen Sebelius can "answer my questions" about its operations and expense.

Both Republican governors face re-election in states that Obama won twice, Christie in 2013 and Scott in 2014. And both will encounter well-financed Democrats.

Their apparent struggles on the issue, along with other postures by their GOP colleagues elsewhere, suggest political uncertainty for Republicans as the Affordable Care Act starts to go into effect two years after clearing Congress without a single Republican vote. The risks also are acute for governors in Democratic-leaning or swing-voting states or who know their records will be parsed should they seek the presidency in 2016 or beyond.

"It's a tough call for many Republican governors who want to do the best thing for their state but don't want to be seen as advancing an overhaul that many Republicans continue to detest," said Whit Ayers, a consultant in Virginia whose clients include Gov. Bill Haslam of Tennessee, a Republican who didn't announce his rejection of a state exchange until days before Sebelius's Dec. 14 deadline.

Indeed, cracks keep growing in the near-unanimous Republican rejection of Obama's health care law that characterized the GOP's political messaging for the last two years. Five GOP-led states - Idaho, Mississippi, Nevada, New Mexico, and Utah - are pressing ahead with state insurance exchanges. Ongoing monitoring by The Associated Press shows that another five Republican-led states are pursuing or seriously a partnership with Washington to help run the new markets.

Democrats, meanwhile, hope to use the law and Republican inflexibility to their advantage, betting that more Americans will embrace the law once it expands coverage. The calculus for voters, Democrats assume, will become more about the policy and less about a polarizing president.

"It shouldn't be complicated at all," said John Anzalone, an Obama pollster who assists Democrats in federal races across the country. Anzalone said Republicans could use their own states-rights argument to justify running exchanges. Instead, he said, "They are blinded by Obama-hatred rather than seeing what's good for their citizens."

Governors can set up their own exchanges, partner with Sebelius' agency or let the federal government do it. The exchanges are set to open Jan. 1, 2014, allowing individuals and businesses to shop online for individual policies from private insurers. Low- and middle-income individuals will get federal premium subsidies calculated on a sliding income scale. Eighteen states plus Washington, DC, most led by Democrats, have committed to opening their own exchanges.

When you purchase a device, it?s always desirable to be able to use it as you wish. Sadly, this is often not the case. This is because most of the time, people purchase devices with a carrier subsidy. What this means is that essentially the carrier is letting you purchase the device at a reduced rate, say $300 off suggested retail, with the terms of a contract stating you will stay with them for (usually) two years. This guarantees that they will keep their ARPU (average revenue per user) over that time.

The trade off is that if you break the contract, they will charge you an ETF (early-termination fee), which adds up to the same amount they ?discounted? the phone for, prorated of course. Usually rolled in with that trade off is an agreement between the manufacturer and the carrier that the bootloader is locked, giving the carrier the full control of the device instead of you.?Of course, with the talented developers here at XDA-Developers,?bootloaders are often hacked, returning the control of the device to the user.

What often doesn?t happen though is manufacturers deciding to give you control of the device on their own, which is exactly what Sony has done with their beta flash tool they call ?Emma.? Sure Samsung ?leaked? ODIN, but that?s entirely different. This is Sony creating a tool and freely making it available, and then going the extra step to show you how to use it. The tool is for the Xperia S, Xperia Arc, Xperia Arc S, and Xperia T, with more devices to be added in the future. Emma is essentially a ?return to stock? tool that will work regardless of what software you currently have installed on your Xperia device, though it does require the bootloader be unlocked which Sony is again more than happy to show you how to do. The other requirements for the tool are that you have Windows installed and a current version of JAVA.

You can use the tool to choose between different stock versions of firmware, which the tool will automatically download for you from Sony?s servers. There are some quirky things with the tool however, with the connection to the Sony servers being?temperamental?and general JAVA issues. Couples wed as gay marriage comes to Maine

PORTLAND, Maine - Gay and lesbian couples exchanged their vows early Saturday as Maine's new same-sex marriage law took effect a minute after midnight.

Among them were Steven Bridges and Michael Snell, who held a commitment ceremony six years ago but wanted to make their marriage official under state law.

"It's historic. We've waited our entire lives for this," said Bridges, a retail manager, who's been in a relationship with the Snell, a massage therapist, for nine years. Bridges, 42, and Snell, 53, wore lavender and purple carnations on black T-shirts with the words "Love is love."

With Snell's two adult daughters looking on, they exchanged their vows in the city clerk's office after getting the first marriage license issued to a same-sex couple in Portland. They said they'll hold another ceremony with friends this summer, after the weather warms up.

Voters approved gay marriage in November, making Maine and two other states the first to do so by popular vote. A law is already in effect in Washington state; Maryland's takes effect Tuesday.?

Nine of the 50 U.S. states plus the District of Columbia, have now legalized gay marriage. Another 31 states have passed constitutional amendments banning it.

In Portland, a half dozen couples huddled with friends and family in freezing temperatures outside the building before the doors to the city clerk's office were opened at 10 p.m. local time.


"We've been together for 30 years, and never thought that this country would allow marriages between gay couples," said Roberta Batt, 71, an antiques dealer and retired physician with silver hair and round eyeglasses. She planned to marry her longtime partner, Mary, who stood nearby.

"We're just very thankful to the people of Maine, and I hope the rest of the country goes the way this state has," she added.

Suzanne Blackburn and Joanie Kunian, of Portland, were among those in line to get their license at midnight, but they didn't plan to wed immediately. One of their grandchildren wanted them to get married on Valentine's Day.

"I don't think that we dared to dream too big until we had the governor's signature," Blackburn said. "That's why it's so important, because it feels real."

In Bangor, the city clerk's office was planning to be open on Saturday from 6 a.m. to 8 a.m. for residents to obtain marriage licenses. The Brunswick town clerk's office was set to be open from 9 a.m. to noon on Saturday by appointment. As of midday on Friday, five same-sex couples had booked appointments, the office said.

More lavish same-sex weddings are being booked starting in the spring at the On the Marsh Bistro in Kennebunk, said owner Denise Rubin.

"We support it wholeheartedly," she said. "We look forward to being part of a whole new wave of wonderful thinking."

The tide of public opinion has been shifting in favor of allowing same-sex marriage. In May, President Barack Obama became the first U.S. president to say he believed same-sex couples should be allowed to get married.

A Pew Research Center survey from October found 49 percent of Americans favored allowing gay marriage, with 40 percent opposed. The U.S. Supreme Court has agreed to review two challenges to federal and state laws that define marriage as a union between a man and a woman.

Just a day after Washington became the latest state to allow gay couples to marry, the U.S. Supreme Court will take a serious look at same-sex marriage for the first time ever. NBC's Pete Williams reports.

The nation's highest court said this month it will review a case against a federal law that denies married same-sex couples the federal benefits that heterosexual couples receive. It also will look at a challenge to California's ban on gay marriage, known as Proposition 8, which voters narrowly approved in 2008.

Washington state's law legalizing same-sex unions took effect on Sunday, December 9, and Maryland's law takes effect on January 1, 2013.

Today, only a minority of head coaching jobs are filled by members of minority groups, with five African-American head coaches (Marvin Lewis, Mike Tomlin, Romeo Crennel, Lovie Smith, Leslie Frazier) and one Hispanic head coach (Ron Rivera).? That?s six, out of 32.

As Michael Silver of Yahoo! Sports explains, only one of 32 teams has an offensive play-caller who also is African-American.? And as of a few weeks ago, the number was zero; Jim Caldwell inherited those duties in Baltimore once Cam Cameron was fired.

?We are very, very conscious of this issue, and it?s something that needs to be addressed,? John Wooten, chairman of the Fritz Pollard Alliance, told Silver. ?We have alluded to it and spoken to it directly, and we feel our only course of action is to push more people up the pipeline.?

And that seems to be the biggest problem.? African-American coaches aren?t being positioned to naturally mature into the role of play-caller on offense.?Really, the reason why there aren?t a lot of guys calling plays is that you have to have people ascending to quarterbacks coach and jobs that lead to coordinator positions.? And that?s simply not happening,? Bengals coach Marvin Lewis told Silver.? ?There are a lot of good coaches who aren?t getting those opportunities.?

As Silver points out, only two NFL quarterbacks coaches are African-American:? Karl Dorrell of the Texans and Craig Johnson of the Vikings.? Curtis Modkins serves as offensive coordinator in Buffalo, but head coach Chan Gailey calls the plays.

?This is the biggest travesty that?s taking place in this league, and every black coach is well aware of it,? an anonymous African-American assistant for an AFC team told Silver.? ?They don?t promote you from running backs coach or receivers coach to offensive coordinator.? When guys do get coordinator titles, they have to be position coaches at the same time, and they don?t get paid as much as other coordinators, because they?re not the play-callers.? And in a lot of cases, guys believe they?re really there for locker-room reasons, to ?take care of? the minority players.?

Eventually, the absence of a pipeline of African-American offensive minds will make it hard to find viable African-American head coaches, since all current minority head coaches have defensive backgrounds.

?The whole thing we have to do in terms of building this pipeline is make teams more conscious of the fact that [position coaches] want to get involved,? Wooten said. ?I tell these running backs, receivers and quarterbacks coaches, ?Go to the head coach and general manager and tell them you want this as an opportunity to learn.?? You learn by being in game plan meetings, when plays are being installed.? You listen and learn.?

Real change may come only if the Rooney Rule, which since its adoption has been extended to G.M. positions, is also applied to coordinator jobs.? However, Wooten isn?t recommending that.

?I just feel that the head coach has to have the right to select his people,? Wooten said.? ?If they can?t see who?s the best out there for them, they?re gonna perish anyway.?

Wooten is right, but the Rooney Rule doesn?t require minority candidates to be hired.? It only requires them to be considered, an important reality given that head coaches immediately tap into their network of friends, cronies, and (sometimes) family members when filling out their staffs.? If nothing else, requiring coaches to interview at least one minority coordinator candidate will help position coaches become better prepared to interview for coordinator positions ? and eventually to get them.

In the end, it?s a simple analysis.? If the NFL believes the Rooney Rule remains viable ten years later when the number of minority head coaches has expanded to six, the NFL should take a hard look at whether the Rooney Rule should be applied one level lower, given that the number of minority play-callers is one and, as of the first of the current month, it was zero.

2 Stocks to Buy from a Controversial But Highly Effective Investing ...

There is a little-known method that could soon become very controversial in the investing community, but if used correctly, could make huge profits for investors.

This secret method has been proven in numerous tests and the real market to provide a real, short-term entry edge for investors.

I came across this method while working at?investment research firm Connors Research, which studies how the stock market really works by using a data-driven approach based on extensive statistical tests and a massive database of past trades.

The stock market is designed to lure the maximum amount of new investors into a stock at the wrong time. The technical setups that look obvious are often traps to quickly relieve investors of their hard-earned money. In other words, the professional market players are selling while the majority are buying, and vice-versa.

And what I discovered surprised me?

What I learned from practical experience as well as extensive tests on data containing millions of stock trades since 1995, is that buying stocks after a series of down days or lower lows creates a greater short-term edge than buying after a series of up days or higher highs. In other words, buying weakness, within certain parameters, trumps buying strength.

Here are the three rules that provide a short-term edge to investors:

1. The stock price must be above the 200-day simple moving average.
This means the long-term uptrend is still intact. Buying only stocks above their 200-day moving average on the daily close helps prevent buying a falling knife or stock that just keeps on moving lower.

2. The stock must have fallen lower sharply or for at least three consecutive days.
This drop in price creates the value that attracts professional investors to the stock.

3. The relative strength index (RSI) of the stock needs to be less than 30.
I use the RSI, but not in the traditional sense. In fact, it was discovered that the commonly used 14-period RSI provided zero statistical edge for short-term investors. Therefore, it was decided to test relative strength using different time periods. The testing was done by building a benchmark of the average percentage gain/loss of all stocks, trading above their 200-day simple moving average, during a one-day, two-day and one-week timeframe.

The amazing discovery is when the RSI periods are reduced to two, a profitable edge is created. What was statistically proven is that the lower the two-period RSI, the better the performance against the benchmark. In addition, the opposite was also true. The higher RSI, the higher the underperformance against the benchmark.

Here are two stocks I?ve been following recently and how these three rules prove that there?s a profitable entry point for each of them.

1. Altria Group (NYSE: MO)
This ?sin? stock y fits all three of the buying weakness rules:

  • The price has fallen for three or more consecutive days.
  • The RSI is well below 30.
  • It is still trading above its 200-day moving average on the daily close.

The fundamental picture for the company is strong. Because it?s diversifying away from its tobacco core business with other products, revenue?is projected to increase 5% in 2013 and major?hedge?funds?are ramping up their positions. In addition, the company has increased it?s roughly 5.5% dividend year after year.

2. The Limited Group (NYSE: LTD)
The mall-based retailer of woman?s clothing went ex-dividend on Dec. 18, plunging shares more than 6% into the value ?buy? zone.?This was a special $ 3 a share?dividend?following another dividend payout in August. Many companies are declaring special dividends ahead of the potential tax increase in 2013.?Looking at the company?s short-term technical picture, the RSI is less than 30 and the price remains well above its 200-day simple moving average, creating a compelling technical buying opportunity.

Future prospects are promising. Comparable store sales are increasing month-over-month with a 5% rise in November. Not to mention, the company has an aggressive international expansion plan that should help lift the?bottom line?in the long term.

Risks to Consider: It?s critical to note that just because a particular investing method has been proven to tilt the odds of success in your favor, does not mean it will work every time. The tests are done on large amounts of data and indicate an edge over multiple trades, but not every single trade will be a winner. Always use stops and position size according to your account size and risk tolerance when investing.

Action to Take ?>?Both of these stocks are great buys right now based on the short-term technical screen. In addition, the fundamental picture is compelling for Altria. A close below the 200-day simple moving average on both stocks can serve as the stop out level from today?s entry level.

If germs hung a recruiting sign for their hosts, it would probably be a version of the World War I poster of Uncle Sam pointing: We want YOU to help us reproduce. All hosts were equally eligible for service, infectious-disease researchers thought. Assuming the recruits weren?t immune due to a prior infection or vaccination, anyone should have roughly the same potential to spread a disease?s pathogens. But then came severe acute respiratory syndrome, or SARS.

This pandemic started as just another strange pneumonia from southern China, but in 2003 it turned into a global outbreak that infected 8,098 people and killed 774. Key to the disease?s spread, researchers found, was a small but crucial portion of the population that became known as ?superspreaders,? people who transmitted the infection to a much greater than expected number of new hosts. The more scientists learn about superspreaders, the more they are beginning to realize that this tiny segment of the population is the driving force behind the emergence and spread of infectious diseases.

Perhaps the most infamous superspreader in history was Mary Mallon, aka Typhoid Mary. An Irish cook in New York City in the 1900s, she was chronically infected with Salmonella typhi. Although the infection didn?t cause any symptoms for Mallon, she did excrete large numbers of typhoid bacteria in her feces. Her career as a cook made it easy to transmit fecal bacteria to customers through the food she prepared. She infected about 50 people and killed several (official counts vary) before she was arrested and jailed for refusing to give up her career as a cook.

To epidemiologists, people like Typhoid Mary were seen as an anomaly and not the main drivers of infectious disease spread. Instead, epidemiologists focused on a number they called R0, the average number of people a single person could infect. The value of R0 depends on three main factors: the number of susceptible individuals in the population, the number currently infected, and those resistant to infection. If the value of R0 is less than one, it means that each individual infects less than one other person, and the outbreak will ultimately die out. However, if the value of R0 is greater than one, the disease has the potential to spread.

When you look across a large population, R0 is a good estimate of whether and how a particular infection might spread. At an individual level, it turns out, R0 is less accurate. Most people won?t spread the disease at all, but a very few people will spread the infection to tens or even hundreds of others.

As computer models of infectious disease grew more powerful and precise, scientists began to realize that a lot of infectious disease spread is due to superspreaders. Researchers call it the 80/20 rule: Twenty percent of the population is responsible for 80 percent of disease spread. The key to understanding and stopping outbreaks of infectious disease means homing in on this small portion of the population that drives the majority of transmission.

Accounting for the presence of superspreaders also means accounting for their much more common counterparts: people who don?t spread the disease to anyone. Their R0 is zero. Taken together, that means a disease is much more likely to be introduced into new areas by superspreaders, but it is also more likely to fizzle out in those places due to nonspreaders. Only occasionally, as with SARS, can the pathogen be introduced to somewhere new and then, like a spark on dry kindling, ignite a massive blaze of infection.

On Feb. 21, 2003, a 64-year-old doctor checked into Room 911 at the Hotel Metropole in Hong Kong. He was already sick with SARS but felt well enough to travel. Public health officials documented a total of seven people directly infected by the doctor, making him a superspreader. Several of the people he infected were also superspreaders. One young man infected every doctor, nurse, and medical student who examined him in a Hong Kong hospital?more than 100 health care workers in total. A flight attendant from Singapore went on to infect at least 160 others. These travelers then brought the SARS virus home with them as a very unwelcome souvenir. One of these infected individuals arrived in Toronto. Several days after she returned home, she developed symptoms consistent with SARS and ultimately died. Nine other SARS cases and three deaths were directly linked to her, and the outbreak ultimately spread to 257 others. This chain of contagion accounted for more than 70 percent of Toronto?s total SARS cases. Although Toronto was besieged by SARS in 2003, Vancouver (with a similar population) saw only a handful of cases. The reason? No superspreaders were infected in Vancouver, said infectious disease expert James Lloyd-Smith of the University of California, Los Angeles. ?SARS made the superspreader phenomenon so obvious we could no longer ignore it,? he said. But ?SARS is just one point along a continuum?all infectious show this [pattern] to some degree.?

SeaWorld files to go public with $100M IPO

NEW YORK (AP) ? Looks like Shamu may soon be making a splash in the stock market.

The company behind the water shows featuring killer whales, dolphins and other animals at SeaWorld on Thursday said it was planning to go public.

SeaWorld Entertainment Inc. filed for an initial public offering of stock with an initial goal of raising $100 million. That number is likely to change as the company's bankers gauge interest from investors.

SeaWorld's owner, Blackstone Group LP, will likely sell some of its stake in the deal. But the private equity firm will still own a majority of the voting power of the company's shares after the IPO, the company said in a filing with the Securities and Exchange Commission.

SeaWorld plans to use money from the IPO to pay debt and make a payment to Blackstone.

Blackstone bought SeaWorld from beer brewer Anheuser-Busch InBev in 2009 in a deal worth at least $2.3 billion.

The Orlando, Fla., company did not list a date for the offering. The company also did not say how many shares would be sold, or for how much. SeaWorld plans to use the "SEAS" symbol for its stock, but did not say on which exchange it plans to trade.

Besides the three SeaWorld parks, the company's eight other properties include two Busch Gardens parks and Sesame Place, which is based on the children's TV show Sesame Street.SeaWorld said about 24 million people went to its parks in the 12 months through Sept. 30.

In the first nine months of this year, it earned $86.2 million, up 73 percent from $50 million in the same months a year ago. Revenue rose 7.6 percent to $1.16 billion.

Lottery burdens

But he still descended into alcohol addiction; was divorced by his wife; became tied up (by his own count) in some 460 legal actions; and lost his beloved granddaughter, on whom he had lavished piles of cash, to drug addiction. Before his lottery ?win,? Whittaker?s contracting business had afforded him a comfortable life. ?Nobody knew I had any money,? Whittaker said. ?All they knew was my good works.? His life back then, he notes sadly, ?was a lot easier.?

    Chris Colson and Jim Campbell are used to seeing poverty. As senior probation and parole officers for Idaho, they?re used to encountering dirty homes and children crying for their parents. And they?re used to shoving their emotions aside to concentrate on their jobs, which often involves taking an adult in the home to jail.

    But something about the scene at a trailer park in Garden City last week touched the men, who have been looking forward to spending the holidays with their own families.

    They had stopped by to check on a man under their watch, but found only his wife and her two daughters. A repeat felony DUI offender, he had been jailed in Canyon County on another drunken-driving charge.

    His wife kept the place clean, but she had little to give her children and was preparing for an extended hospital stay for her 3-year-old to undergo heart surgery. The wife has colon cancer and her mother is dying of cancer.

    A bare Christmas tree served as the only reminder of the holiday. The woman cried when Colson and Campbell asked how she was celebrating this year.

    ?This was spur of the moment,? Colson said. ?Two tough guys in a car with tears in their eyes wanting to do something.?

    So they did.

    At first, they figured they would just stop by a department store and pick up a few toys for the kids. But word of the family?s plight quickly spread through the parole and probation community.

    SPIRIT SNOWBALLS

    Soon Colson and Campbell were fielding donations of toys, food and cash, and offers of free counseling and other help from local professionals. A store cashier donated a few dollars after Colson told her what he was doing. A clerk at a bank did the same with Campbell.

    Law enforcement officers from agencies throughout the Treasure Valley pitched in, as did children of some officers. Toys for Tots, Easter Seals, Ballet Idaho and the Morrison Center also helped.

    ?It kind of took on a life of its own,? Campbell said. ?Our phones blew up all night long.?

    The men, family members and other Department of Correction employees delivered the gifts Monday and planned to give some to other families in similar situations.

    And they don?t want it to be a one-time thing. Campbell said he?s hoping to create a donation program to regularly help families through the holiday season or provide a gift or two if dad?s in jail on a birthday.

    INNOCENTS SUFFER

    The men said they want to make it clear that the family member in jail or facing possible jail because of probation violations won?t get special treatment. But they also want to help the innocent family members who had nothing to do with the crime, but wind up suffering.

    The woman who received the gifts didn?t want her name publicized. Campbell and Colson emphasized that she never asked for anything and has always been polite and respectful.

    She provided information on her utility and other bills to corrections officials, who will help pay them with the approximately $1,200 in cash that Campbell and Colson collected.

    By paying those bills, they hope to give the family some stability as the daughter undergoes surgery in Salt Lake City after Christmas. The family also is bracing for the death of the woman?s mother, who wasn?t expected to live past Thanksgiving.

    ?SANTA REALLY LOVES YOU?

    Colson?s and Campbell?s presence at the family?s trailer, spurred only by their desire to bring gifts and do some good, also helped dispel the children?s fear of law enforcement.

    ?The 3-year-old hates police,? Campbell said. ?She says, ?They arrest daddy.? We want to show her that?s not what we?re all about.?

    The girl recognized Campbell and Colson when they walked into her home. She shyly stuck by her mother as Department of Correction officials filled the living room with food and gifts.

    ?That?s daddy?s (probation officer),? the woman told her. ?Yep, he was here the other night.?

    Campbell looked the girl in the eyes. ?Boy, you must have been a good girl, because Santa really loves you,? Campbell said.

    The girl beamed and gazed at the pile of presents in front of the once-bare Christmas tree.

    ?You?ve got an entire community who cares about you,? Campbell told the girl?s mother.
